Biblionet Round 2 – How to apply?

On November 25 2009, IREX is launching Round 2 of the Biblionet program for all interested county libraries. In this round, IREX will select 18 county libraries, with a network of minimum 10 and maximum 20 local public libraries (municipal, city and or communal), as a result, besides the 18 county libraries, around 300 local public libraries will become partners of the program. Enrollment in this round is made by submitting an online application, which contains one form entitled: “County library application” addressed to county libraries and 22 forms called “Local public library application (1)… (22)” , that refers to local public libraries proposed by the county library to be part of their network.
All candidate libraries will receive a user name and a password in order to access their application. Candidates can propose between 12-22 local libraries, out of which minimum 10 and maximum 20 will be selected to be part of their network. County libraries will coordinate data collection from their local libraries and fill out the forms that are posted on http://www.biblionet.ro/show/forms/fid/y .The online application will be filled out after consulting the Application Guide and the Scorecard, both documents being posted on the same webpage.
The necessary documents for completing the application are: a partnership agreement- in the case when the Training Center is located in a partner institution; 5 compulsory CV’s of persons proposed by the county library to participate at the Training of Trainers course; a letter of commitment for the Training Center; letters of commitment for every local public authority being in charge of a proposed local library; a letter of commitment from the county library (when it doesn’t offer free public access to Internet in its headquarters).
On the online application page (in the upper part) there are models of letters of commitment for the Training Center and for letters of commitment in the case of donation of computers with free public access to Internet (county library/local library). These documents will be downloaded, filled out, stamped and signed by the county library director, and by the mayor of the locality where the public library is situated.
In the case when the candidate county library has submitted an application in Round 1 of the program the letters of commitment for the Training Center or for the donation of equipment for free public access to Internet don’t have to be resent to IREX. The partnership agreement for the Training Center has to be sent to IREX only when the partner institution is a different one. If the county library proposes the same local libraries to be part of its network as in the case of Round 1, the letters of commitment, signed by the mayors of the localities remain valid and don’t have to be resent.
The county library has to verify that the local authorities sustain their commitment to collaborate with the Biblionet program, with all its necessary implications, sending a signed and stamped address to IREX that certifies the authorities’ commitment. The candidates can send questions related to the applications to the following e-mail: aplicatie@irex.ro . At the same time IREX will host an interactive weekly forum, every Wednesday, between 15:00-16:00 on http://www.biblionet.ro/forum/index.php .
Applications will be completed and submitted on the www.biblionet.ro website, under “Form” section by January 29 2010. All related documents such as: the county libraries letters of commitment, the maximum 22 local libraries letters of commitment and the partnership agreement regarding the training center (if it is the case) will be sent by mail, with confirmation of receipt by January 29 2010 to the address: IREX, Str.
